It is the sum of our contributions to safety management that determines whether the people we work with live or die.” Sir Brian Appleton after the Piper Alpha enquiry (http://www.ichemesafetycentre.org/managing-safety.aspx) In July 2013 Oil and Gas UK held a health and safety conference in Aberdeen entitled ‘Piper 25’ marking the 25th anniversary of the Piper Alpha disaster, which took place in 6th July 1988. During the Piper Alpha offshore disaster 167 men died in a gas explosion and fire on an offshore installation. It was a landmark event in offshore health and safety in the UK oil and gas sector. The subsequent report findings were published in the Cullen Report which provided recommendations for health and safety practices in the UK oil and gas sector. It considered the responsibility of employers, managers and employees regarding health and safety on UK offshore operations. (i) Identify the key issues regarding health and safety in the UK oil and gas sector that are of concern from an HR practitioner’s perspective. (25 Marks) (ii) Critically consider the ways in which an employer in the UK oil and gas sector can improve its health and safety practices. Your answer should discuss the considerations and benefits for employers implementing health and safety policies and refer to HRM best practice. (50 Marks) (iii) Based upon your analysis (in part i and ii) provide recommendations to improve HRM best practice in relation to health and safety. (25 Marks) Total marks for assignment: 100
